UCSB is well known for being a big party school. UCSC has a beautiful campus. But I must root for my alma mater UCD.
It is not "in the middle of nowhere" unless you are used to LA sprawl. It is a charming little town with a lot of students (50% of Davis!) with some good restaurants, a lot of parties, nice parks like the Arboretum and the Green Belt, and a short drive away from both urban life in San Francisco and recreation in the Sierra. Academically, it rivals Berkeley, and in some ways is better than Berkeley. Nearly everyone is friendly, most classes are not cut throat competitive, and it's really the only college town in California.
I don't know about girls, but you are going to find them at every college so I wouldn't worry about it.

I can't speak for UCSB or USF, but I toured UCSC, it has a beautiful campus, a lot of the dorms are surrounded by trees. It tends to leans toward the arts, like Acting/Writing, but there are a lot of majors available. It's probably where I will go :)
My friend goes to UC Davis now, and she is just having a blast. She says most of her professors are great, though some don't know how to teach to teenagers. There are also more girls than boys there, which is good news if you're looking for a girlfriend.

Life style: If you like a laid back life, not too busy, beach, it's definitely the one!!
Girls + social life: UCSB is on the top 10 party school and one of the hottest school! That's why people call it UCSB - University of Casual Sex and Beer!
While UCSC + UCDavis located in middle of nowhere!! and USF is not as good as a UC for sure!!

Choose btw UCSB and Davis.
USF means Univ of San Francisco I presume. Boring, expensive, and still low ranked.
UCSC is low ranked, but at least cheaper than USF. Otherwise, any good point it has is topped by Santa Barbara. Especially weather.
SB is a better party school than Davis. However, this can be a very bad thing in college. It's very tempting to just party all day long. That's why I recommend Davis more b/c most college kids get sucked in by SB's party scene (and it tends to have a slightly better academic rep overall).
Course, you only live once...
