You can pick up a DDR dance pad at pretty much any game store. Ask the employees what they would recommend as for the brand. And for the music thing, just ask your sister who she likes or what particular genre she likes.

I used this website to buy my DDR pads. They're slightly cheaper than other vendors that I've seen. Here are a few things to consider based on my own experiences:

Will the pad be undergoing heavy usage? If so, you may want to consider the thicker pad or a metal one. They are generally more durable and will last you longer. If you are not sure how much you will be playing and how much stress the pad will take, go ahead and buy the cheapest one since it's under $20 anyway. Once it wears out, you can decide whether or not you want to buy a better one. I wouldn't recommend ones with foam pads under the arrows because they may start to move around, depending on how you step when you play.

As for music...if you have a Playstation, you can buy the game and hook the pad directly into the console. If not, you can buy a USB adapter with the pad and hook it up to your computer and play using free software like Stepmania (http://www.stepmania.com/). Do some searches and you will be able to find songs that people have adapted as well as the actual DDR songs from the arcade machines. DDR:UK has song files for the original games available for download (http://www.ddruk.com/downloads.php?subcat=180).

I have the arcade version of the DDR machine and the DDRmax2 disk of songs. There's a day camp for kids called Steve and Kate's Camp, and at the end of the summer they sell all of their stuff, including their DDR machine (they get a new one every summer so it will only be a little bit used). It's always at a low price. And for the disk (the music) I would check the internet (Ebay or amazon). Here's the camp's site:
