I try to be aware of my surroundings the best I can but when this happens, it's so damn annoying. Why do people feel the need to stare at you while waiting at the red light? And of course when you look over, they turn their heads quickly. Any thoughts?

Curiosity and boredom is the reason they stare.
They turn their heads because they've been "caught" and are a little bit embarrassed.

LOL- because they are no longer concentrating on driving and their minds are wandering.
When you catch their eyes, they realize it's not polite to stare and quickly look away.
They aren't really staring at you- they are staring aimlessly, and whether you look back at them or not, they will have no memory of seeing you within a few minutes of beginning to move in traffic again.

Are you picking your nose or doing something you shouldn't? See there's another question - why do people pick their nose when at the lights? It's not as if people can't see through the window, it is made of glass.
Maybe they think you're good looking? So to answer your question, I don't know.

what else are we to do stare at the light? some pretty funny crap happens at red lights to other ppl. some ppl rock out to music, pick their noses, change pants... idk.
my history professor met his wife at a red light. she looked over at him and gave him her phone number without so much as talking to him

its just a habit get use to it. but mek sure yuour doors are lockd ur car is in gear and ur hands firmly on the steerin just in case
