Yes you can. Just make sure all PCs including the router are in the same subnet (ie: all of them have IP like 192.168.0.x). Also to make it easier, configure all the laptops into the same workgroup.

Yes, you can actually. Plug both computers in the router. (by the way, it doesn't matter what type of router you have) Right click on my computer, click on properties, go to computer name tab and make sure that the workgroup names are the same on both computers.
