Hello... sounds like you are taking more bashing than people are trying to help. More than likely the car had a coded key. The key was gray in color, which means it has the transponder system. What will happen with the wrong key, or the right cut key but without the internal resistor, is that the starter will turn, but it will not start. Since you do not have an original key, you cannot bypass it without going to chrysler and getting them to produce another key. At that point you can purchase a bypass module that the new key from chrysler will be put into, and then you can use store bought keys and not have to worry about losing this key again. If you mean the the engine would not turn over, this problem could be a bad battery, battery cable or starter solenoid. some vehicles are also equipped with security devises that you need to do something to get the vehicle to turn over. my ideas would be turn the headlights on, high and low beam try both, press the clutch petal if applicable or brake petal. If you can't figure it out look for switches under the seat or dashboard it may be a hidden switch that was installed in hopes the vehicle would not be taken.
If you turn the key and there is a clicking sound or you notice the dashboard lights dimming way down. look towards the battery being the problem.
if the key fits in the cylinder but does not turn you may need a new key that fits the vehicle.

Well if the key will not turn, it is the key. The alarm has nothing to do with it. The alarm will not alow it to start or sets off the alarm.
If the starter turned but would not start then it could vbe the alarm. But the key not turning then it is the lock and nothing else.
When you turn the key and the key word here is turn, it engages the lock, which turns the switch to the start posision and the starter engages, and turns the engine.
So remove the lock, eather get another key tumbler and a switch or get another key that will turn.

It's more likely to be the security system of the car. It requires a special coded key (it has a code built in) and it won't start with any other key,
HINT : Open both doors with the key, specially the passenger door with your key and leave the doors open and the key on the ON position for a good time ( >15 mins ) after that see if you can start the car.
Why do you want to buy a problem car ?
Go to craigslist.org and you will find dozens of running cars at a good price.

Depends on what is actually happening you really arent clear on it. Is the engine not turning over? Is the key in the ignition itself not turning? Is the key turning and it trys to turn over? You have to tell us everything. But if the key doesnt turn at all get a new ignition. if the key turns check the fuses in the fuse panel and check the battery make sure it is good and alot of juice. If it makes a click sound the battery is useally to weak. If it just isnt tryin to turn over at all then it could be the starter. Just gotta say all the information.

What would not turn? The key or the starter? Sounds to me like this is a PILE OF CRAP car that you think you have to have. These cars are junk from the get go. Why don't you do yourself a favor and get a nice Toyota or Honda? If you want to buy American, the only way to go is Ford.

Do not buy this car until the owner has it running! If this was an easy fix, he would get it fixed and sell the car for more money.
You have no idea what might really be wrong with it. If the seller isn't telling you the truth, it could cost you a couple of thousand to get it fixed.

i don't have an answer to your question.....BUT.......i own a 1999 concorde as well and it's a beauty.......but beware of the engine!!.....if it's a 3.2 liter you are fine.....but if it's a 2.7 make sure there isn't a sludge build up.......it is a known problem and i wouldn't want you to put any money into the car (for the ignition)....
