It seems to me that it didn't come out when it usually does. I'm not depending on it coming out, I'm just curious as to why it didn't come out. Is there a specific reason?

the episode doesnt come out until the 21st in japan .. so 119 should be out next week

maybe you don't know. The popular animes esp. often drags, like, it's supposed to be released every thursday for example, occasionally, it comes out a day or two later. IT's just...like this. no point sulking. Get used to it. Naruto is also like that.

depends one the site i guess, sum delay and sum put em on the date.
