yes, its supposed to shine which makes your eyes look bigger and wider.

Not all liquid liners will be as shiny as cover girl's. The cheaper ones do tend to be thinner in consistency and have more shine. Always make sure to shake your liquid before applying it, this could reduce the problem. You probably do not want to try putting eyeshadow underneath the liquid liner as mentioned above; but instead cover the liner with an eyeshadow in a matching shade to "set" the color and cut down on shine. You might also want to try a gel eyeliner, these are a bit easier to use for most people, don't look shiny and last for hours. Bobbi Brown cosmetics makes great gel eyeliners.

Telling you, try the Clinique one, it's foolproof. Or just a regular eyeliner pencil. I've been using them for years with great results.

HA ! i just bought one of those yesterday.. and i hate it! i dont liek how shiny it looks.. and it rubs off easily!! not fun at all!

It depends on the quality. You can put some eyeshadow underneath to make it stick better and to avoid the "glare"
