I'm not sure if I'm understanding your question correctly. I'm going to assume you're using a single satellite receiver (with a single tuner) to feed two TV's. If you already tried replacing the cable, I'd suggest running audio video cables as long as the second TV isn't all that far. You could also use a wireless A/V sender instead. You probably are already using the RCA jacks for your main TV, but they make Y's that will split the line and you can get these at Radio Shack or wherever. Also you can hook up one set of lines to your VCR and use the RF modulator in that to send the audio/video to your other TV.

If your dish network receiver has a dual tuner so that you can watch two different channels at once (for the other TV) then you have a different problem. Test the cables going out to the dish and if they're fine, then one of the outputs on your LNB is going bad and the LNB will need to be replaced.
