There isn't any pokémon to my knowledge that holds sea incense, but I may be wrong. What I do know is that you can find one in Mt. Pyre. Climb to the top of the burial area (where the tombstones are) and then begin droppiing down holes. Along the way, you should find a Lax incense (Give one to Wobbuffet and breed it to get a Wyanut) a Sea incense (Give it to a Maril and breed it to get an Azuril) and a TM30 (Shadow ball)

I don't think any pokemon would hold that. I've been playing quite long and I'm 1 pokemon away from completeing the dex. SO most probably the one i'm missing is the one holding it, most likely.
