I suspect you have an allergy thats manifesting itself there. When I use the wrong laundry soap my wrists and ankles burn and itch like crazy. Just tell Mom or Dad you need to see the doc because you're having something going on that's really bugging you and you can't deal with it much longer. If that does not work, tell your school nurse, she's heard it all, but get some help. My guess is some benedryl will be the answer.

put some vaseline on it.. (if you find that hard.... use vaseline when you wack off)
