Whitey Ford was a very good pitcher that played on a very good team throughout his career. He did not start winning 20+ games a year until after Casey Stengel quit managing the Yankees.
As Ford was the best pitcher on the team, he was often pitched out of the regular rotation so he could pitch against the best teams; it may have been his turn to pitch against the Senators but he would be held out so he would pitch against the Indians instead. This tactic limited his starts every year. When Ralph Houk became the Yankees manager in 1961, Ford started a regular turn in the rotation, getting more starts and thus, more wins.
