God, that is such a hard question to honestly answer.
If the good in the world is ignored and the evil is only punished, then there is a very good chance that the good will become evil because it will be neglected.
And if the evil is ignored, the good will be affected harshly by crime, and depression.
So either way, no one wins.

This would make a good spar resolution.

1.) You get a cookie for answering a question right, but the annoying kid who is throwing spit balls at you is condoned.

In this case, someone can be as evil and obnoxious as they want. But if you're good, you're rewarded.
There is good, there is evil.
2.) You discover a cure for cancer but no one cares. The person who steals your work gets fined.
There is pretty much no good, because no one would want to be good without being rewarded (not even a good job, or thank you, etc.) Well, it's not that they wouldn't want to. There'd just be a lot more apathy. But then there is no evil.

Pretty hard, but I'd rather the second just because there's more justice to it, in my opinion.

#2. Doing good is its own reward, and the only necessary thing for evil to triumph is for good men to do nothing.
