I wouldn't feel safe there myself, but one of my close friends who is a religious scholar on Judaism continues to travel there yearly and is never worried about his safety. Of course he knows where to go and where not to go, so that makes a difference. As long as your minister is provided with insight as to where to go to minimize the potential for harm, she'll be just fine. So don't worry too much!

Unless GOD decrees that it is her time then there is no reason for you to worry. I have a friend who has been there for almost three months now on a volunteer job and she is fine and very excited to be there. My husband and I will be going in the fall for 2 weeks and we are not afraid!

No reason why she shouldn't be. She will be safer on the streets of Jerusalem than she would be on the streets of Washington DC.
