1) Educate people abt cleanliness through propaganda.
2) There must be litter bin every few metres.
3) Employ more cleaners.
4) Not to spit onto the floor
5) Don't throw litter onto the floor. Throw into a litter bin
6) Clear garbage everyday
7) Look out for cockroaches and rat, they are signs of dirtyness
8) Mop the floor if possible
9) Clear spills left on the floor
10) Try to keep small pieces of not-so-dirty rubbish in pocket until u see a rubbish bin

Go to one of the schools with a bunch of plastic bags, teach them about being proud their surroundings and then have them gather trash. after have a small party with kool aid and snacks. Do this about 4 times a year and perhaps they will do it on their own. You may want to have gloves for them

i presume you have been to sylhet, i have a villiage in jahidpur, and the condition is more worse, dhaka has improved over the years and it is more modern, no place can be free of problems
