The "cheapest" depends on who is having a sale and for June you will probably start seeing promos next month. The best website for checking who has the best advertised sales is Travel Zoo at http://www.travelzoo.com then click International, then scroll down to see a list of sales.
Other Airlines that will get your here but you might not have heard of or flown are. Air China, China Air, and Cebu Pacific. Other lines that fly into either Manila or Clark are Northwest, Thai Air (the best), Lufthansa, Kuwait Air, Philippine Air Lines (PAL) Cathay Pacific, Air France, Singapore Airlines, and many more that are popping up every year.
Also note that it is sometimes cheaper to book a ticket to Bangkok or Hong Kong, then book the flight to Manila separately. Cebu Pacific has some bargains from Hong Kong to Manila right now.
PAL is the only airline who flies non-stop but on such a long flight that is not really a good thing IMHO. The rest will all change planes in either Hong Kong, Singapore, Taipei, Bangkok, or Japan. I always just check Travel Zoo then look at the websites of all the airlines. It is usually Eva. I fly back to the states on the average of once per year.

my husband and i purchased tickets there coz they're the cheapest out of all the web travel agencies. although we are flying domestic (from seattle)... but they should provide good and cheap rates.
best month would be right now. the farther you are from the date, the cheaper it will be. my husband is from hawaii and although our plan is to go in july pa, we bought tickets last month since he said it goes up as it gets nearer. he's used to flying back home numerous times every year so he knows what he's talking about.
