It means that the truth is hard to find, although many may seek it out. However, once acquired, one might not be able to accept it. It's a classic case of someone realizing that having is not so pleasing a thing as wanting.

To me it means that truth is hard to find and even harder to understand. Not everyone can discover truth and more importantly, even those who discover it cannot always handle it. In the context of the book, the quote hints that the Hill people are not able to accept the truth even if they knew it. This justifies the actions of the priest-rulers in not telling the truth to their people.

It seems to be saying that its hard to get at the real truth. But sometimes we underestimate our ability to handle the truth when we do get it.

People always say they want to know the truth but often when they find out the full truth, the hurt it causes is overwhelming.
