Technically it's a city-state, but it is NOT part of Italy. It is completely surrounded by Italy, but it is not a part of Italy, nor is it ruled by the Italian government.

Yes, it is. They are part of the European Union. Head of government is the pope. As far as I know, it is the only country where Latin is official language (with Italian).
