A moped has to be under 50cc and not go faster than 30 mph.
That is the general law in most places but check this site there are some conflicting statements but it seems there are no specific age limits and the engine can be up to 85cc.

OK I found better infor mation it is 50 cc and you must be 16

Unlike motorcycles, mopeds to not need to be titled or registered in Virginia. You do not even need a driver's license to operate a moped

Wow, the guidelines have replaced. i replaced into sixteen as quickly as I gained my driving force's license and back then my license replaced into valid, giving me me the rigtt to stress in any of our 50 states. Edit: Ah ha! the different posters replied as I initially suspected... you are able to stress legally in different states.
