I am totally lost on what to do with my 3.03 PSP. I don't have GTA LCS, nor will I any time soon. Is there anything I can do to play homebrew? Could I use an emulator or upgrade to custom firmware, this totally sucks cuz I took my 3.11 PSP back and got another with 3.03, but it looks like I'm still stuck without homebrew. There has got to be something, anything I can do to enable some form of homebrew, play iso's and cso's.

No. Everything start with 1.50: homebrew, emulators, or custom firmwares. You really need unpatch GTA LCS to do the downgrade to 1.50 first.
How about asking friends to do that for you. Or search Craiglist or internet to see if anyone at your local area offer services (for fee) to do the downgrade and/or upgrade for you.
Another option is return your 3.03 and buy one with custom fireware 3.03 OE-c or 3.10 OE-a (that's all you need for everything) from Ebay.
