Wear a hoodie, you can always take it off when you're inside and be comfortable.
When you're outside, you'll be freezing and uncomfortable, and if you wear a t-shirt, you won't have a hoodie to wear.

It all depends on what you own and what type of mood/style you feel like. One option is to wear skinny jeans--or tight (but not slutty) jeans, if you don't own skinny jeans--and maybe a shirt with a low neckline or a huge rip that was there on purpose when you got it. Underneath, wear a lacy spaghetti-strap top that doesn't show much/any cleavage. As for hoodies/jackets--throw on a light jacket, or if you own one, a peacoat-type jacket (go to http://stylemaven.com/images/products_editorial/oct_raincoat_blueflyMJ.jpg for an image). Put on some studded earrings or tiny hoops, a slinky (not chunky) necklace, and slip on some ballet flats. Ta-da!

You should probably wear both, but only wear a hoodie that's easy to remove and put on whenever needed.
