first you need to prepare the area, then you will need to apply fiberglass. After first application you'll need to sand areas where applied, Keep in mind you may need to apply 2 - 3 coats to get to desired finish.

depending on the sanding stages you are going to have to Alter sanding grits. May want to start off with a 36, work your way to a 60,80,180,320 all the way up to a 1200 or 1500 when you get to the glazing stage.

Once you get the best you can with fiberglass, You will need to apply a coat of spot putty or glazing compound,.Once dried you'll have to wet or dry sand with a fine sandpaper to desired smoothness.

try using a da, with 2000 grit sandpaper, then maybe even a finer grit. your going to have to either paint, or jel-coat over that. again, a very fine grit sandpaper is in order. after that, use a buffer with some compound, some with a cut, usually #2. then buff with a polish. theres stuff called aqua-buff thats real good. after a coat of wax, your repair will look better than the rest of the bumper.
