Prime ? Regarded to what ? Sexually in her early teens a woman copes best with bearing a child when aged 16 - 20 (though 16-17 is problematic from a legal point of view). Phyisically I would say she is at ther prime untill her late 20s.

Any human is in a physical prime condition during the early twenties assuming they exercise and have a healthy diet (i.e., under "normal" circumstances). In practice, however, it may be around the age of 30, as decline in physical and (if I'm not mistaken) mental potential is slight while the individual in question has certainly gained knowledge and skills throughout the roughly decade period.
