if the power supply does not fit? how do i upgrade it? and what is the most economical way to do so? thank you for your patience

Even if it does fit, your PSU (power supply) wont power it up.

Power requirements
A 350W PCI Express compliant system power supply (with 12V current rating of 22A or more)
Two available hard disk drive power dongles (smaller floppy disk drive connector is not sufficient)
or
A PCI Express supplementary power connector

You cant even upgrade your PSU due to Dell's proprietary mobo.

It might. According to the Dell Specs page for that computer, some of the cards available for it are PCIe.
You simply open the case, remove the old PCIe card and put the new one in its place.

Edit... oops. The dude above me is right. The power supply is not powerful enough.
