With Vonage it's $0.18 per minute or $0.23 a cellular or premium phone. I don't know what the premium means. Vonage plans start at $15 per month plus about $5-8 in fees/taxes. I would get the unlimited plan for a bit more.
It's a great deal and you get lots of extra features, such as caller ID and voicemail included, no extra charge. You need high-speed Internet.

This is probably not the cheapest way. Sorry. I think a phone card would be your best bet. Somewhere around 8 cents per minute. I have never used a speedypin phone card, but they seem fine. http://speedypin.com/phone/cards/Philippines

you can try pc to pc (over internet broadband). use software such as yahoo messenger or skype. this is for free, but it requires a decent internet connection from both ends.
