....everyone can play thier games and they can sell more money? (eg. games like sims, sims 2, they can sell a lot...due to no stringent spec requirement).

Yes, I agree with you. They do that so that the hardware companies can make more money.

Be a wise consumer,,,,,do not fall into trap that keep on upgrading your PC just to play better new game. Play console game instead.

I think developers produce games exactly for the mid range graphic cards. I was able to run Sims 2 pretty well on my laptop with an integrated Intel video card with shared memory.

Anyway, the tendency is to make the graphics as realistic as possible. This means more detailed geometry and high resolution textures, which requires faster graphic card. If they designed games for older cards, the graphics won't be very impressive. We can't have it both ways.

True, but then the hardware people aren't making their money. The game industry and the hardware industry feed off of each other. The hardware industry makes huge advances, the game industry takes advantage of them. The game industry makes a game that's a little far beyond the reach of current hardware, hardware makes advances to catch up. It's all about money.
