Use foundation. You will be surprised what a little will do for your complexion. And you don't have to expose your skin to cancerous light trying to tan.

First of all, let's substitute "dramatic" for "weird". When it comes to makeup, what looks attractive is very much a matter of opinion! However, if you are not comfortable with it, then yes, you need to find a better solution.
Second, ignore the people telling you to wear foundation. Foundation should be as close a match to your skin colour as possible, or it will look very fake. So adding foundation to your makeup routine will not remove the dramatic effect of black eyeliner.
You don't say what other makeup you wear in general, which can also make a difference. Here are some suggestions which may help...try them all or choose the one you think will be the best answer for you.
If you want a fairly dramatic look to help your eyes stand out, try using a deep grey eyeshadow underneath the black eyeliner, so you get that smoky look and the contrast between the eyeliner and your skin is not so pronounced. Alternatively, you could use a deep grey eyeshadow instead of the black eyeliner, particularly if you line top and bottom.
The people who suggested lightening up the eyeliner colour are also on the right track, if you are looking for something more natural. Brown will be the most neutral, but something like a deep green or purple might well look fabulous with your brown eyes, though I would suggest the addition of soft brown eyeshadow shades as well. Eyeliner without eyeshadow looks a little...lonely. Or you could match the eyeliner to your lash/mascara colour.
Some of the new mascaras with primer do a terrific job of making eyes pop on their own (I quite like XXL). Using these will also make your eyeliner stand out a bit less.
Lastly (I could go on, but I'm sure this will get you started!), be sure to darken your eyebrows. Your eyebrows must provide a strong frame to strong eye makeup, or it will all look like war paint no matter what you do. Balance is key, here. The easiest way to do this is with brown eyeshadow and a small brush, but if you are already using a brown eyeliner, you can get a 2-for-1...soft short strokes over the brow.

You should try a brown or grey eyeliner; it's easier on fair skin. Or you could try a brighter colored eyeliner. Purples look great with brown eyes. Navy works well with blue eyes and blond hair. You could also try using a shadow with a liner brush. It's not such an obvious line and blends easier so you get the definition without the harshness.
Also, if you are lining both the top and bottom of your eyes or using a thick line, you might want to stop that (no matter what color you're using).

That's what I like to see, a girl who's able to be objective about what looks right and what doesn't.
You don't mention whether or not you outline both your upper and your lower eyelids, but let me say this.
If you're outlining both upper and lower, please try just outlining the upper lids.
You might try a soft kohl pencil to make dots between your lower lashes, not a line and make them right in the same space as your lashes come out.
Sometimes a touch with a brushful of loose powder (tap out the brush so you're only getting a little bit of the poweder)on the lashes before applying mascara will make those lashes look fuller. Because both the upper and lower level of your eyelashes will have a coating of powder, you can also use the mascara on both these surfaces.
Also, there are several good products out there that will allow you to "tan" without sitting in the sun. If you do try this product, make sure you use as directed and don't overdue it so that you end up looking orange instead of tanned.
The healthier tanned look will make quite a difference with your new eyes.

Wear a lighter shade of black or a gray around your eyes. Or switch to a dark brown. Since you're fair, dark colors most likely dont look natural on u. If u use a lighter color, ull still get the eyeliner effect without the harsh contrast. Good Luck!

What you need to do, if you are going to wear black eyeliner is smudge it. lighten it up, so it doesnt look harsh or weigh your eyes down. also what you can do to make your eyes stand out in a good way, so you seem bright eyed is closely line the outer and inner part of the eye, right on the eyelash line with black or dark liquid liner, extremely thin, to give the illusion of thick eyelashes(only on the top lash, leave your lower lashes alone, you dont want heavy liner in the bottom lashes) Do it so it doesnt look like your wearing liner. then apply regular eye liner with a pencil liner and smudge it. you never want extremely dark eyeliner if your light skinned, for day time look, or if it gives your eyes the thick droopy look. also apply a little bit of shimmer in the corners of your eyes.

I am the same way...try using dark brown or brown black liner, and also using mascara and eyeshadow. As long as you aren't wearing all dark make-up with it it won't look bad. I don't know if you do, but it is best to only put the liner on your top-lid and not all the way around so that the contrast won't be so obvious.
Don't listen to people trying to tell you not to wear it at all, there is a way to wear it and still look beautiful with light skin.

You probably just think it looks weird because you're not used to it. I've seen a lot of girls with super light skin wearing black eyeliner and it looks great. I think black liner looks better on fair skin. If you are looking for a more natural, not so dramatic look then you should use a brown eye liner, or purple... it depends on which looks better on you.

What color are your eyes?
If they are brown...use a deep blue or dark brown liner
If they are blue...use a medium brown liner
If they are green...use use a purple/dark rose liner
I would only use black if you are going out at night - also try using a small thinner brush with eye shadow and use it as liner it looks nice and blended...not just an obvious line.
All colors listed above will make your eye color stand out and your face not such a contrast to the liner.

Wear gray eyeliner instead. If your skin is light, you need to tone down the black eyeliner. You can also try a brozer this summer for the look of a suntan. Stay out of those tanning beds so when you are 35 you don't look 55.

black eyeliner is always good for all kinds of eye color. it makes your eyes stand out. if your skin is light, don't put too much eyeliner. like most make up artists said don't overdo your make up.
use a foundation that goes well with your skin tone. if your not sure which one to buy, i suggest you buy in any beauty store because they can help you a lot especially when you have a problem with skin and what make up works well for your skin tone. or go tanning, it will make your skin darker.
