It will depend on how often you would like to buy. If you sign up to be a representative you will need to order at least once a month to keep your account running, and there is a $2 S&H fee per order.
A second point is whether you can find a rep who will sell it to you at a discount or at their cost. If you're lucky you'll be able to find a rep to sell to you at their cost, because Avon has some incentives for high-sellers that drive some reps to be willing to sell for free sometimes!
Third point is whether you know anyone who might want to buy from you. This way you may be able to earn back everything you pay for your own products!

No, just buy the products. Unless you want your own type of business. It sounds fun either way. You can have the best of both worlds.
