You become a top contributor temporarily for the quality of your answers. It is not based upon number of answers or questions, though a lack of participation will obviously hurt, or cause you to lose the badge. Poor quality of answers also hurts.

I think you just have to answer a certain number of questions. However, if you look at the majority of the answers, their quality generally leaves something to be desired.
