My guess is the US's Cheney. Whether or not China really said that, does not make in any less true. Cheney is "a scum of the nation" of the United States.

We don't vote in our vice-presidents to please other
countries (especially China), so who gives a care
what they said about anyone over here in our country.
If they don't like our leaders, then that means that we
