What is that British expression meaning someone who is overly dramatic? Is it "right strappy cow"??

"Stroppy" (with an "o") means someone who is itching for a fight or who is rather lippy. "Cow" is an insult to women only in Britain.

Same as US..."drama queen", but with a cooler accent ;)
