The first question would be: Retaliation for what?

If it's for an EEO complaint, there are laws prohibiting retaliation. Same with retaliation for union involvement.

If it's retaliation for whistleblowing, it's up to the laws of the specific state (unless you're a federal government employee, which I'm assuming you're not); usually, there's not much protection. Check with your state's labor department.

If you're covered by a union bargaining agreement, there may be provisions against retaliation generally (or against taking actions without cause).

If it's for political reasons, there may be protection. Check with your state (again).

If you're not in a union and nothing above applies, there's usually nothing to pursue because most employment is at will. Consequently, people can have personnel actions taken against them for good reason, bad reason, or no reason at all. There's no law prohibiting bad or unethical management generally (and no law prohibiting bad employees either).
