I am 25 and I have been living in Seattle fo a year and really like it. The city feels like a city but not too big and crazy. There is lots to do within the city but also there is a ton of places to go nearby (especially if you like outdoorsy things: camping, hiking, etc.)
WHile it is not cheap here I would say Seattle is the most reasonable financially speaking of the above cities listed. In NY or SF especially I know it would be hard to live and save at the same time.

I.E. What are your goals ?
Do you work?
Assuming you can afford it San Fran is the best of those 4.
Find a place on hill on solid rock.
it is a very international City, you can stay there and see the world.
And enjoy the best food in the world!
