I had posted my resume on Monster and Workopolis last year, and two days ago I received calls from two job placement agencies, telling me that they have a position that may be of interested to me as it has a close match, and that I should send them my updated resume. Me, being hesitant about this since I have never dealt with job agencies before, asked them for a detailed job description to see if I am interested in it. They told me that they can release the job description until I submit my resume. Naiively enough, I went ahead and submitted my resume. One of them almost instantly emailed me back saying that she carefully looked thorugh my resume, and currently she does not have any positions for my skillset.
Anyone know what is going on? Anyone have any experience with Job Agencies? Is there anything I should be aware of? Is this a scam?
The job agencies were National Executives and ATS Reliance.

Sadly they do this. There is no reason they couldn't have given you the job description, all they had to do was remove the proprietary information. In the future, if they already have an old resume, just send them a short addendum of what you are doing currently. If they are motivated they will make it work. Sadly, most recruiters are motivated to have X amount of phone interviews a day to stay in good standing with their boss. You probably fell right into that quota making, and they weren't interested in helping you at all.

My exp with job agencies was not that good either. In the past, I used to register myself with a lot of online job website and also with my local job agencies. Like what happened to you, they also frequently ask for my updated resume every now and then and refuses to let me in on the job description. Some even worse will call me to go down to their office and tell me to write essays, take a computer literacy test and when all is done, the nice ones will tell me that there is actually no vacancy, they just need to meet quota!!
From then on, I decided not to deposit my resume with an agency anymore and I managed to find a job still.

What the job agencies did is standard practice. I moved across the country on the word of a job agency that I met their criteria, only to be told once I arrived that they had no current openings.
It's not a scam; they do, however, frequently post false positions...as bait to get people to submit resumes.
Having said all that; I have found many jobs through temp agencies...& wound up getting hired, full-time permament. So, just give them what they want. Be friendly, & they will, too.
