We have had moles before and it looks like they may be back, is there any chance the moles are the ones eating my bush?

My guess is that it is mice (or rabbits) rather than moles. Moles tend to eat the roots if they are going to eat any part of a plant. Try sinking some chicken wire in the ground in a ring around your holly. Make sure you leave enough room for the plant to grow.

YEP! what else can I say??? except I have put fine wire fencing around the trunks of my more expensive trees and shrubs and I go on a mole killing campaign every summer.
Mole killing is up for what you can stomach. Mole traps, poison, smoke bombs, and some new liquid stuff I just saw at a garden center. I hear that Chewing gum with sugar placed in the holes does a great job because the moles eat it and cannot pass it out the other end and everything backs up and... well get the idea?

Relax. The moles are not likely to eat your Holly. The bark missing is more indicative of other pest. Go to your local major store and purchase a hose-end sprayer and a container of a neutral superior oil. This is a non toxic spray which will contain, not eliminate, the insects currently on your holly. Moles attack grubs and bulbs, thus your Holly is probably safe from tme.
Your Holly is under seige. Feed it with both Miricle-Gro MirAcid (granular) and a 10-10-10-with Minerals (very cheap)
Remove all mulch and any dropped vegetation from the plant.
Do It Now. You can apply the oil in the late summer (FOLLOW DIRECTIONS).

Moles are not the problem...they dont eat bark. This sounds more like rabbit or deer. Deer are definate bark eaters and so are rabbits. Mix some cayenne pepper with water and put in a spraybottle. Make it heavy on cayenee or any other hot pepper sauce. Spray the bark on your plants with this solution. This is how I stop squirrels from eating my tomaotes. They bite a few and then stop. The pepper spray will not harm your plant.

No, moles don't do that. It might be mice or voles. I recommend cats!

Moles don't even eat plant material. They can sometimes damage bulbs or roots by their burrowing, but they only eat grubs and worms and bugs.
