The Universal Declaration of Human Rights (which we signed -- though we violate it all over the place) says that every child has a right to a free education.

I don't know what minimun standards you had in mind, but if they are: human, child, then that would be fine.

I think the "no child left behind" plan was/is a joke. Underachievers are being tossed out into "real" world situations, without any education, because they are not required to learn. I went to both private and public schools, however, when I went, we had to apply ourselves. If I even thought about bringing home anything less than an A, I might as well not even went home. Parents today are leaving the teaching up to the teachers (because they either can't be bothered, or are too busy) and the teachers quit caring. Plus, the kids don't seem to care either. Lose, lose situation. The next generation of fast food workers are coming.

It basically sound like yet another way to dissuade those who are having trouble from getting an education. About the only positive is that it would make the classes look better than they otherwise might be if those students were there (more homogenous grouping).

I disagree. People mature at different rates. Someone who does not meet the minimum standards may mature and begin to apply themselves then become a good student.

The pros - our teachers would have an easier job. The cons -full jails, more street crime, heavier drug users, higher numbers living on the street, and a lot of unhappy people. I think the suggestion is insane.
