I have searched hundreds of web sites and cannot find an answer to this; only why the date changes. Who thought of this 2 AM; the THE GREAT ALCOHOL LOBBY?

Maybe. But more likely it is a time when:
Stock Market is closed.
Banks are closed.
Most Businesses are closed.

Less is happening at that hour that would be disrupted by the change.

Yeah- I believe so.
All I know is last time (on the 11th) it was moved up.
It ended up being on my B-day so I got jipped an hour and only had a 23 hour b-day.

I guess that makes me an hour younger?

I'm sure it had to be decided and voted on in Capitol Hill--maybe they were partying and when it got be 2am they all thought it was a great time.
