Get a programming language. Buy them at a strore, download them off the internet. The three major programming languages are: VB, C++, and JAVA.

Computer programs can be made by "programming" with a programming language and then compiling them. There is no definite fastest way to make one - it all depends on your skill and the programming language you're using.
I suggest looking into books on programming languages such as Java and C/C++ (these two are the most popular). They should get you started on the whole topic. However, this whole thing is a complicated topic - making programs is an art that may take years to master.
