A cache is a temporary place where data is stored by software for quick access. There are many different types of caches - some implemented by software, others by the CPU, but they all do the same thing.

You can't remove a cache from your computer since it's basically built-in. Without one, things would be very inefficient. Also, many things are built to only work with a cache. For example, the L1 and L2 cache on the CPU store small bits of memory for extremely fast access by the processor. Those are burnt into the CPU and used by almost all its circuits, so you can't remove it. The same applies to software.

Not having a cache is similar to having no short-term memory or temporary locations to put things. Imagine making a cake while not having anywhere to prepare the ingredients first.

You don't want to mess with your windows cache or clear or remove it.

Every time you use the Internet your system saves content of websites, which makes loading the web page in the future much quicker. It helps save time.

Cache is when the computer memorizes what you put in text boxes and whatnot.
It can be deleted by pressing Tools>Internet Options>Delete Files
It might take quite a while though
