I realize each state has it's own laws regarding contests and raffles, But is it illegal to raffle off something say a new car, for $10.00 a ticket or have a contest and keep the profits?

It would be illegal if they had a raffle (using your example) for a car, and then didn't give out the prize and just kept the raffle money.

If they're just holding some kind of contest that people pay to enter, and the only 'prize' is recognition for the winner, that would be legal.

yes - but here is the loop hole. Donate 10% of all profits (-the car, -admin cost, - marketing) to a non-profit agency. Now it is legal.

probably not as long as the contest rules stipulated that "an administrative fee" may be imposed and there is full disclosure up front

No, but you have to obtain licenses and pay certain fees before you do.
