Agitation - can be done by blowing air into the water by using a compressor, but what scale do you want to work on? Traditional methods sprinkle the effluent over hard core or plastic substrate and the bacteria live on the surface of this. Large scale liquid systems use pumps to circulate the liquid rapidly, as in aerobic treatments, a lot of oxygen is required. Anaerobic systems tend to be very smelly!
Don't be tempted to use ozone generation as this kills bacteria which are vital to the treatment process

An air pump sold for use in aquariums, You can buy them for as little as $4.00 and as high as several hundred dollars. They even sell one that plugs into an automobile cigarette lighter. A much better use for the car cigarette lighter if you ask me.
