It depends upon the location of the court that awarded custody in the first place.
If the divorce and custody issue was first decided in KS and you moved away from there, you will have to hire an attorney in KS as it was your choice to move away.
If it all happened in VA and then your ex moved to KS with the kids, you could file in VA as it was his/her choice to move away.
You did not say if child support is an issue. If the other parent has the kids AND you pay child support, you can figure they will fight you. If you ask for the kids and child support, you are asking for a 180 degree turn around on custody and payments. Not likely that is going to happen unless you prove the other parent is unfit.
Lasly, make sure the TEEN kids want to live with you. If they stand up in court and say they want to stay where they are due to school, friends, etc, the judge probably will not move them as it is the kids the courts are most concerned about, not the parents.

If you have a divorce already, get a lawyer in the state where the divorce was entered. If there was a grant of custody already, you need to go back to that court to modify the original order.
(You probably should add details -- and clarify your question. I take it that the kids are now in KS, in the custody of someone else, and you live in VA and want to take custody of the kids and have thme live in VA with you. But your question could mean other things too --- such as, you and the kids live in VA, and you want to move to KS.)

You should check and see if any of the law firms in VA are affiliated with other law firms from KS. That way you're not paying outrageous travel fees for an attorney while still getting advice from only one firm.
That's what I would do at any rate.
Generally speaking custody paperwork must first start where custody was first decided. You can file for a change of venue at that location and go from there. Good luck with your case,

Where the kids reside. I found a great lawyer by looking thru yellow pages under DOCTOR...how? I called doctors offices and asked them who THEIR lawyer was...y'know they've got to have GREAT lawyers! Mine got me everything I asked for! Pretty penny up front but worth it! You get what you pay for...remember that. GL

The kids are under Kansas jurisdiction. The case would be tried in Kansas. You can use any attorney that is licensed to practice in Kansas.
