The President is the head of state for the US Government. The real truth is that congress is in charge. They appropriate funds, controlling the budget and expenditures of the US. Although many say the President raised taxes or lowered taxes or anything else, it's really congress that has the power to do that.. The truth is that the congress holds the purse strings. It's convenient to blame the president (any president) for budgetary problems, but in reality it's congress that has that responsibility. Remember, this country is not a democracy, it's a constitutional republic.
