The Federalist papers are a series of articles written to argue for content and ratification of the US Constitution. They were published in New York Newspapers. Most were written by Alexander Hamilton.

I believe the constitution was fully ratified in 1789, though it was in full effect in 1787 with only 11 of the 13 colonies originally giving the go ahead.
