If you're talking about a thunderstorm watch or warning, then...

-A watch means that the atmospheric conditions are favorable for the development of severe thunderstorms in/near the watch area.
-A warning means that a severe thunderstorm(s) is likely, probable, or occuring near/in your county within the next few minutes.

For a winter weather event........

-A watch means that significant winter weather conditions are possible for your area within the next 24 hours.
-A warning means a significant weather event is probable, occuring, or likely for your area.

Well Brian, a storm watch is when the weather conditions are favorable for a storm. A warning is issued when there is an actual storm and you are being advised to be careful and cautious.

a watch means that the conditions are favorable for a storm to happen, but there is no actual storm at the time, a warning means that the storm is either already happening, or is very likely to happen, you usually see the latter with tornado warnings whereas there is significant rotation in the clouds but tornadoes do not actually touch down, but are still very likely to do so

A storm watch means the conditions are favorable and you are on the "look out" or watch for the storm.

A storm warning means that it has been spotted and you are being warned that it will/is on its way or in the area.

Watch and then Warn. :)

Storm watch means that there is a good possibility of a storm hitting where you are, while a warning means that arrival of the storm is imminent, and that you should take shelter, immediately..

With the severe weather season underway, now is good time to go over the difference between tornado and severe thunderstorm watches and warnings. A WATCH means that the potential exists for the development of severe thunderstorms or tornadoes, depending upon the specific type of watch issued.

"watch" means that the storm might happen in your area, and that weathermen are watching the conditions.

"warning" is the stronger of the 2. It means that there is a much better probability that a storm will happen real soon.
