Well Brian, a storm watch is when the weather conditions are favorable for a storm. A warning is issued when there is an actual storm and you are being advised to be careful and cautious.

a watch means that the conditions are favorable for a storm to happen, but there is no actual storm at the time, a warning means that the storm is either already happening, or is very likely to happen, you usually see the latter with tornado warnings whereas there is significant rotation in the clouds but tornadoes do not actually touch down, but are still very likely to do so

A storm watch means the conditions are favorable and you are on the "look out" or watch for the storm.
A storm warning means that it has been spotted and you are being warned that it will/is on its way or in the area.
Watch and then Warn. :)
