There are many aspects of Government intervention it could be in a child care case it could be in a Town Planning case It could be in a agricultural case in food health.It could be in a man power case as in a time of war in other words it is basically when your Government of the day sees a definite need to take on the administration of something that has been not handled properly by any other group.

Back in the "Olden Days" before FDR's New Deal, it meant the government would stick its nose into activities that the people could not do for themselves.
Starting in about 1932, it meant the government would try to do everything for the people, even if the people were perfectly capable of doing those things themselves.The more promises a politician would make, the more votes he/she would get. AND the more tax dollars it would take to fulfill evea a few of those promises.
