Dem Dean admits to major felony.
Democratic Party Chairman Howard Dean has been meeting with world leaders to repair "the extraordinary damage" that the Bush administration has done to America's image and to prepare the way for a new Democratic president.
"I am trying to build relationships with other governments in preparation for a Democratic takeover," Dean told me. "I want to make clear that there is an opposition in America and that we are ready to take power and that when we do, we are going to have much better relationships with them."
Federal law:
Any citizen of the United States, wherever he may be, who, without authority of the United States, directly or indirectly commences or carries on any correspondence or intercourse with any foreign government or any officer or agent thereof, with intent to influence the measures or conduct of any foreign government or of any officer or agent thereof, in relation to any disputes or controversies with the United States, or to defeat the measures of the United States, shall be fined under this title or imprisoned not more than three years, or both. This section shall not abridge the right of a citizen to apply, himself or his agent, to any foreign government or the agents thereof for redress of any injury which he may have sustained from such government or any of its agents or subjects.

About 20 Democrat Politicians wrote Daniel Ortega, the Marxist Leader of Nicaragua, during the 80's and pledged their support to him instead of the US.

Private citizens can and often do act as unrecognized diplomats for thier nations without comitting treason. If that were the bar, James Baker would've been arrested years ago for doing the same thing.
Why do Reps call for treason so much? But then seem to look the other way when the Vice President outs an active CIA agent?

You're using the technicality of the law to aggrandize an infraction by Dean which is, at worst, ethically questionable.
This federal law is concerned with treason and foreign policy - Dean has not engaged any heads of state or government entity with intent to undermine any specific policy. His comments were clearly general and with no binding disposition.

the real questions here are... "what's the authority of the United States"...
what is a "dispute or controversy with the United States" or an attempt to "defeat a measure"
these terms are defined in a legal sense in court... and I seriously doubt that Dean's actions would fit into the technical legal definitions of those...
so... in common layman terms of reading that... maybe...
but where it counts in court... they would probably laugh at you... as to the previously defined intent of the law and the interpretation of it...
your interpretation is very wide... and MOST U.S. companies that deal in foreign countries would probably be guilty under your definition, to one degree or another....
this carries about as much water as the liberals accusations of an "Illegal war"...

Well i very much doubt that this is a felony, firstly he represents a political party, secondly I very much doubt that our government would take this as intent to influence the measure or conduct of any foreign government.... Its a political build up that is expected with the upcoming presidential race next year and furthermore you don't cite when or where he stated this! Its b.s. good question though.

Didn't Sen. Kerry do something similar to this during his campaign for the Presidency? It is not ethical, in my humble opinion. I think it would be treason if he was trying to get them to help overthrow our President.
