It has been found, through long experience that if you want a body to remain buried then you have to put it at least 6 feet underground. Then the weather and animal activity won't be enough to uncover it.

If you dig a grave less than 6 feet deep then you have dug a shallow grave and there is always the risk that the body will be found.

When murderers are in a hurry they burry their victim a foot or three underground; these shallow graves often revel the victim's corpse.

A grave is supposed to be at least 6 feet deep. Anything above that is shallow.

Murderers do dig deeper graves but they are harder to find , so therefore it is obvious that the ratio of shallow graves to deeper graves becomes distorted when the only bodies that are found are either above ground or in shallow graves. For all we know there could millions of deep graves, if that was the case and we could find them then the ratio would change and you would be asking a different question i.e "Why do murderers only ever dig "deeper graves"? why not shallow ones?"

Not deep enough apparently, and not as deep as a normal grave.
It is any grave that gives access to what is in it with minimal fuss. It is less than six feet deep.

-----A normal grave is six feet deep. Anything less than that would be a shallow grave, especially one less than three feet--one meter--deep. ---Jim

If you consider that six feet under is the norm, maybe anything less than that....or just covered in a layer of dirt

For what type of animal? I've buried a fish in my backyard in less than 4 inches of soil.

I think that it is just a figurative term meaning something done in haste...in reference to a plan that was not very well thought out
