In the Northern Hemisphere, at night. In the Southern Hemisphere, never. Cassiopea is far enough North to be always visible in Northern latitudes. Look for a large "W" opposite the Big Dipper.

look to the north when you see a constellation shaped like a big W thats cassiopea, should come up late tonight!!!! good luck!!!!!! ps... when the big dipper is about to set cassiopea will be rising on the left!!!!!
