ZeroOdor and Urine Gone are both very, very good products. BUT, until you get rid of the stuff that the cats of used to urinate on, then th smell will keep coming back.
You will have to move the skirt away from the trailer, and remove any items under the trailer that may hold the urine and feces, such as clothing, bedding material, etc. Most likely, the cats have found a sandy dirt area that they are using as a litter box. If that is the case you will need to either remove the top section of dirt or cover it with new dirt. Then, you will need to replace the skirt and repair any holes that the cats are getting into. Once cats find a place that they like "to go" they will return there without fail.
Until the cats are stopped and the extra large litter box is removed the smell will continue to permeate the area no matter how many chemicals you use.

Sprinkle that Arm & Hammer carpet deodorizer on the carpet and leave it there for about 5-6 hours or overnight and vacuum it up and do that a couple times a week. It really works. Or get one of those litter boxes at the pet store that is like a dome thats concealed with a charcoal filter.

Go to the pet supply store, or order on line, some Natures Miracle - it will get the smell out. After you treat the area, if you don't close the underpin so that animals can't get in there, the problem will continue. I hope this helps you.

Ewww... Get the ASPCA out there then shell out the dough to put some lattice work at the bottom of your house. In the long run it'll save you money because you won't have to keep buying de-smell-y stuff.

go to Petco and they have a product which will deter the cats from spraying there I know the smell can be horrible I feel for you

half water, half vinegar
Spray on everything you can under there leave for a bit and then wash down
You'll want to put something else down there to keep them away...
I find Paprika or something really spicy helps as a smell
