Scientists believed birds evolved from dinosaurs, which descended from a reptile who had scaly skin.

The birds may have developed the leathery scales on their legs in order to grasp on to trees. It would be hard to grasp on to trees to have feathers on your feet.

Feathers require more resources to create than simple scales so in the absence of a need for feathers on the legs, it is advantegeous to have scales rather than feathers there.

Didn't Spielberg use computerized bird movement to create the movement of some of his dinosaurs in the movie Jurassic Park? It's common knowledge now that birds are linked to the dinosaurs.
